Is secularism related to atheism?

A secular state does not have to be non-religious country and it can indeed be very religious.
In reality, however, secular countries tend to become non-religions.

Countries are not secular because they are non-religious. It is the other way around: the trend is that successful secular countries become increasingly non-religious as they realise that the gods and religion are not necessary for creating a peaceful tolerant society that takes good care of its people.

So in this sense the answer to your question is yes, there is a relation: secularism frequently leads to non-religiosity.
